Hearts of Iron 4 (HOI4) – What Does Infrastructure Do?

You are currently viewing Hearts of Iron 4 (HOI4) – What Does Infrastructure Do?

One of the four main State Buildings that you can construct in Hearts of Iron 4 is Infrastructure. Unfortunately, the game doesn’t do a good job of explaining what Infrastructure actually does for your provinces.

Usually, you would assume that it increases the supply in regions, it increases the amount of raw resources from that province, and it helps with divisions’ speed. But there is no way to tell exactly how much all of these things are influenced by Infrastructure.

Luckily, we analyzed the situation a bit, and we came to the conclusion that Infrastructure is incredibly important in some regions, as it can turn some of the weaker countries in the game into powerhouses.

Infrastructure in HOI4 increases supply, movement speed through the region, Organization recovery rate, resource output, and construction speed of Shared Buildings.

What Infrastructure Does in HOI4 – All Benefits

Infrastructure is probably the most important State Building in HOI4, as it influences a lot of aspects of the region. It will increase a lot of economic stats in the province, helping you become a major power in the war.

Here are all the things that Infrastructure does in HOI4:

  • Increase Supply and Supply Throughput
  • Increase the Movement Speed of Troops
  • Increase (or Decrease) the Organization Recovery Rate of Troops
  • Increase Resource Output
  • Increase Construction Speed of Shared Buildings

Infrastructure’s Influence on Supply

Every level of Infrastructure in HOI4 will increase the Supply in a province by 0.3. The maximum amount of Supply you can get from Infrastructure in a region is 1.5. Also, as long as the railway supports this, the Infrastructure will increase the Supply Throughput of the region.

Infrastructure’s Effect on Land Troops

The first thing that Infrastructure influences when it comes to land troops in HOI4 is their movement speed. When you select to move a division from one location to another, several things will change how fast they move.

Here are the effects of Infrastructure on land troops in HOI4, based on the level:

  • Level 1 Infrastructure: -20% Movement Speed
  • Level 2 Infrastructure: -15% Movement Speed
  • Level 3 Infrastructure: -10% Movement Speed
  • Level 4 Infrastructure: -5% Movement Speed
  • Level 5 Infrastructure: -0% Movement Speed

So, this means that each level of Infrastructure in HOI4 increases the movement speed of land troops by 5%. These numbers are only true for normal deployment.

For strategic redeployment, the movement speed bonuses are different:

  • Level 1 Infrastructure: +2% Strategic Redeployment Movement Speed
  • Level 2 Infrastructure: +4% Strategic Redeployment Movement Speed
  • Level 3 Infrastructure: +6% Strategic Redeployment Movement Speed
  • Level 4 Infrastructure: +8% Strategic Redeployment Movement Speed
  • Level 5 Infrastructure: +10% Strategic Redeployment Movement Speed

Having really good Infrastructure in HOI4 can also help you win your wars, as it increases the Organization recovery rates as such:

  • Level 1 Infrastructure: -15% Organization Recovery Rate
  • Level 2 Infrastructure: -5% Organization Recovery Rate
  • Level 3 Infrastructure: +5% Organization Recovery Rate
  • Level 4 Infrastructure: +15% Organization Recovery Rate
  • Level 5 Infrastructure: +25% Organization Recovery Rate

Infrastructure’s Influence on Resource Output and Construction Speed

The places where you actually build Infrastructure in HOI4 also matter a lot, as each level will increase the raw resource output by 20%.

This means that you can double the resources (100% resource output) that you can get in a region by building the maximum amount of Infrastructure.

The increase is also 20% per level when it comes to the construction speed of Shared Buildings (Military and Civilian Factories) in the region.
